THE LATEST ON TOBACCO & VAPES BILL

Parliament still in recess until 13 October to accommodate the annual party conferences.
The Government has tabled a revised committal motion proposing that the Bill’s Committee Stage be taken in Grand Committee, rather than on the floor of the House as previously agreed. This change is scheduled for consideration on Tuesday 14 October, likely shortly after 3:00pm. House of Lords Order Paper (Tuesday 14 October)
There is concern that this move will limit scrutiny, particularly given the volume of amendments and the contentious nature of the legislation. The first Grand Committee session is expected to begin on 27 October.
• Amendments tabled so far https://bills.parliament.uk/bills/3879/stages/19861/amendments
• Here’s how the Tobacco and Vapes Bill will work at Lords Committee Stage—specifically for this bill—and what would be different if it were taken in the main chamber.
• Key Dates: Monday 27 October, Thursday 30 October, Monday 3 November, Tuesday 11 November, and Thursday 13 November.
• It is both surprising and deeply disappointing that the Government has now moved to transfer scrutiny of the Bill from a Committee of the Whole House to Grand Committee. This shift comes despite the House’s clear agreement—via the committal motion passed on 23 April 2025 during Second Reading—that the Bill would be considered on the floor of the House.
